Withholding tax procedures
The October 2007 Ecofin Council has agreed on the need to adopt actions for the removal of legal and fiscal barriers identified in the “Giovannini Report”. Such actions should be based on the results of the works of the Commission’s Clearing and Settlement Fiscal Compliance (“FISCO”) expert group.

At present, EU enterprises have to deal with 27 different systems to compute their taxable base. The EU Commission has been working intensively since 2004 on the project of a Common consolidated corporate tax base across the EU (CCCTB).
